SYSTEM DESIGNATION OF ECONOMIC ESTIMATION OF NATURAL WEALTH OF UKRAINE
Abstract:
This article is devoted to issues of system economic assessment of natural wealth of Ukraine. It takes into account an ecosystem aspect of formation of the natural capital. The purpose of the paper is to determine the cost of natural wealth of the country. The attention is concentrated on creation of a methodology of an assessment of the ecosystem capital as a component of natural wealth on the basis of accounting of the aggregated cost of other components of the natural capital and system effects from their mutual interaction. The emphasis is placed on the profitable approach and mechanisms of discounting for an assessment of the ecosystem capital as wealth. The authors offer to estimate the cost of an ecosystem resource through coefficient of the emergence which is a correction coefficient – a multiplier to the sum of the aggregated cost of different types of the natural capital including water, land, forest and raw materials resources. It is suggested to determine the cost of the ecosystem capital of the country and its regions through an increase in value of natural wealth due to synergetic nature of complex interaction of natural and socio-economic factors. The relevant methodology of assessment of ecosystem component of natural wealth is offered. The size of coefficient which corrects the arithmetic sum of costs of the aggregated components of the natural capital to the direction of its increase on the size of cost of the ecosystem capital is defined on the basis of profitable approach. The relevant coefficients for calculations of cost of the ecosystem capital of Ukraine and its regions which consider firmness of territorial ecosystems as a factor of formation of cost of the ecosystem capital are defined.
